Census and Asset Inventory (CAI)

All potentially affected land owners and users identified during previous stages of the project are visited in person by TAP’s contractors. They conduct an inventory and inspection of land parcels, including any standing structures and crops.  

Each survey team consists of at least two surveyors, one with a social sciences background and another an agronomist. The latter has the necessary expertise to assess trees and crops located on the surveyed plots of land. 

This survey is known as a Census and Asset Inventory (CAI). Typically, it involves interviews with land owners and users along the entire TAP corridor. Using a special questionnaire, a surveyor asks about the owner and their parcel,  the crops, trees and other assets it may contain.

A written and photographic record of all assets is made. This is then used in calculating the compensation offer, should the parcel be affected. This approach ensures that the relevant socio-economic and land use data is collected. 

Based on information collected during the survey, TAP will calculate an appropriate amount of compensation and present it to those people affected. Land owners and users are then invited to sign a land access agreement with TAP. 

The Census and Asset Inventory Surveys are currently underway in Greece and Albania and are planned for Italy. 


Census and Asset Inventory in Albania

A Census and Asset Inventory (CAI) is being conducted in Albania to ascertain what exactly will be affected by TAP for each individual land owner and land user.

This will include the identification of crops and buildings that will be impacted by the project.

The specialist company Royal HaskoningDHV and its subcontractors are undertaking the survey on behalf of TAP.

Teams are currently surveying communities living near the planned access roads to future pipeline construction sites in Albania. These surveys will continue until approximately mid-2014.

Once the results have been processed, plans will be drawn up for the rest of the project area in Albania.
