2019 Market test

The 2019 Market Test has ended and no binding bids have been submitted. Interested parties are encouraged to follow the 2021 Market Test process, which was launched on 12 July 2021. You can find all relevant information here

Market tests are held at least every two years following the operation of TAP. TAP initiated a market test process in 2019 to assess market interest. It was structured in two phases:

  • non-binding phase
  • binding phase.

2019 Market Test

  • phase one – non-binding

On 1 July 2019, TAP invited stakeholders and interested parties to participate in the non-binding phase of the market test, by requesting specific documentation in a structured timeframe. Links to this information, as well as the capacity allocation mechanism network code, and the incremental capacity procedures at Snam Rete Gas and DESFA, are available below.

After the demand assessment phase closed in October 2019, TAP produced a Demand Assessment Report, which is also available below.

On 20 January 2020 TAP, SRG and DESFA opened a public consultation on the draft project proposal, in accordance with the provisions of Article 27 of the Commission Regulation (EU) 2017/459 (CAM Network Code), and adhering to the guidelines for TAP’s 2019 market test. The joint public consultation ended on 21 February 2020. Details of this joint public consultation on the draft project proposal are available below.

  • phase two – binding

The binding phase of TAP’s 2019 Market Test started on 17 May 2021, with the opening of a two-month information phase, followed by the opening of the binding bidding phase, on 17 July 2021. The binding phase is managed in close coordination with Snam Rete Gas and DESFA.

The details regarding the offer levels and commercial rules applicable to the binding phase are comprised in the Project Proposal of TAP, SRG and DESFA, approved by the National Regulatory Authorities of Greece, Albania and Italy, available below.

For participating in TAP’s binding bidding phase, TAP kindly requests any interested party to also become familiar with:

    • the Joint Notice of TAP, SRG and DESFA
    • TAP’s Binding Phase Notice
    • the supporting documentation

All relevant TAP information and documentation is published below, under the section “Phase two downloads.”

For submitting bids at the IP of Melendugno and IP Nea Mesimvria, we encourage interested parties to consult the websites and requirements of Snam Rete Gas (link) and DESFA (link), respectively.
