Congestion management

Trans Adriatic Pipeline has implemented a range of congestion management procedures (CMP) to ensure that the use of pipeline capacity is maximised and capacity hoarding at interconnection points is prevented.

TAP applies the following CMP, in accordance with section 13 and Appendix 5 of the TAP Network Code. 

Surrender of capacity

Shippers may release all or part of their forward firm capacity (other than forward firm daily capacity) or commercial reverse capacity (other than commercial reverse daily capacity) at an interconnection point. Once surrendered, TAP will offer this capacity to other shippers and registered parties through auctions on the PRISMA capacity booking platform.

Promptly after an auction is concluded, shippers who surrendered capacity for that auction will be notified of the extent to which the capacity could be reallocated.

Long term use it or lose it (LT UIOLI)

TAP monitors the utilisation of pipeline capacity. Based on TAP’s regular reporting to the national regulatory authorities (NRAs), TAP may be obliged to partially or fully withdraw and re-auction a shipper’s capacity for the current and next Gas Year if a shipper has systematically under-utilised contracted capacity in the previous Gas Year at a congested interconnection point without offering its underused capacity to the market.

Firm Day-Ahead Use-It-Or-Lose-It (FDA UIOLI)

Following an initial monitoring period 1 April 2023 to 30 September 2023, TAP will monitor auctions for Forward Firm Capacity during each Gas Year to determine if at least one of the contractual congestion events for application of FDA UIOLI have been satisfied and will apply FDA UIOLI for the Gas Year immediately following the Gas Year in which the FDA UIOLI Contractual Congestion Event has been observed at an Interconnection Point.

FDA UIOLI will only apply at an Interconnection Point to Shippers who on average held 10% or more of maximum Forward Firm Capacity that the Transporter can offer to Registered Parties at that Interconnection Point during the Gas Year in which a FDA UIOLI Contractual Congestion Event was observed.
